Canada's Caregiver Program is designed to allow foreign nationals to come to Canada to work as caregivers. This program has undergone several changes over the years, and there are currently two main pathways for caregivers to obtain permanent residence in Canada: the Home Child Care Provider Pilot and the Home Support Worker Pilot.

Caregivers

Home Child Care Provider Pilot:

Eligibility:

  1. Must have a job offer in Canada as a home child care provider.

  2. Must have qualifying work experience, either currently working in Canada or a new job offer from a Canadian employer.

  3. Must meet the minimum language proficiency (CLB 5 in English or French).

  4. Must have completed at least one year of post-secondary education.

Job Description:

  • Providing care for children under 18 years in the employer's home.

  • Can include positions such as a nanny, au pair, or babysitter.

  • Note: Experience as a foster parent is not eligible.

Work Permit: An initial work permit is issued to applicants, allowing them to gain the required two years of work experience to qualify for permanent residence.

Permanent Residence: After completing two years of full-time work experience in Canada, caregivers can apply for permanent residence.

Home Support Worker Pilot:

Eligibility:

  1. Must have a job offer in Canada as a home support worker.

  2. Must meet the requirements for language proficiency and education as the Home Child Care Provider Pilot.

Job Description:

  • Providing care for elderly individuals, persons with disabilities, or individuals needing home support.

  • Includes positions such as a personal care attendant, live-in caregiver for seniors, and home support worker.

  • Note: Experience as a housekeeper is not eligible.

Work Permit: Similar to the Home Child Care Provider Pilot, an initial work permit is issued to gain the required work experience.

Permanent Residence: Caregivers can apply for permanent residence after completing the required two years of work experience in Canada.

Application Process:

  1. Apply for a work permit under one of the caregiver pilots.

  2. Obtain a positive Labour Market Impact Assessment (LMIA) from the employer, if necessary.

  3. Once the work permit is approved, gain the necessary two years of full-time work experience.

  4. Apply for permanent residence, including all supporting documentation, once the work experience requirement is met.

Program benefits:

  • Family Members: Caregivers can bring their family members to Canada, who may be eligible for open work permits or study permits.

  • Pathway to Permanent Residence: Provides a clear pathway for caregivers and their families to obtain permanent residence in Canada.
